All Party Parliamentary Group on Payment Systems

Purpose

To raise awareness in Parliament of issues relating to payment systems by providing a forum for briefings, debate and discussion. The group will address developments in payment systems affecting consumers, merchant businesses (including small business) and the role of payment systems in the smooth working of the UK economy and society. Specifically, the group will focus on customer experience, inclusion, small business, regulation, innovation, security, identity and fraud, and costs.

Meetings

We suggest four meetings annually. The Payments Systems sector has a lot of activity and it should therefore be straightforward to set up meetings. In terms of style, again following on from a number of APPGs, we suggest two speakers on the given topic from the sector and a Parliamentarian.  Where possible we will try to balance out views to ensure debate and a representation of the argument(s) around a given topic.

At this Wednesday’s meeting of the All Party Parliamentary Group on Payments Systems we will discuss the potential impact of Brexit on payments – particularly focusing on UK based companies, but also the many European and global companies for whom the UK is both an important market and bridgehead into the wider European market. We’ll look at what role the industry can play in identifying what should be part of the exit negotiations in order to ensure that any negative impacts are mitigated as much as possible and where the quick win opportunities might lie.
 
To inform our discussions and provide some perspective on the subject, we have invited experienced industry contributors Mark Falcon and Carlos Sanchez to share their views ahead of an open floor session for delegates to share their thoughts.
 
Mark was previously Executive Director for Regulatory Policy and Strategy at the Payment Systems Regulator.  He is currently a Specialist Adviser to the House of Commons Treasury Committee and founder of Zephyre, a regulatory and policy advisory firm, working with a number of stakeholders in the financial services and technology industry.
 
Carlos has a wealth of experience in Banking, where he has held board and executive positions in various organisations. He worked at Dexia Group where he was in charge of the turnaround of the institutional banking division in France. In 2006 he joined RBC Dexia in Milan as CEO. Returning from Italy, Carlos joined Goldman Sachs in London as Executive Director, acting as Financial Advisor for the European corporate market in investments with a focus on fixed income and money market instruments.
